Electronic processing of digital plans - ePlan

The Land and Property Information (LPI) is working on a program to build capability for the electronic processing of digital land title plans in NSW.

Consisting of a series of projects, the ePlan Program is expected to deliver significant benefits to the surveying profession, property industry, LPI and other key stakeholders involved in land development. By providing a more efficient electronic environment, the program will substantially enhance the quality of plan data, reduce requisitions and improve plan processing and turnaround times.

What's happening?

Development of a National Standard

One of the aims of the program is to develop a digital plan processing system incorporating automated electronic lodgment, examination and registration of cadastral plans that uses digital plan data lodged in LandXML format.

LPI has been participating in the Intergovernmental Committee on Surveying and Mapping (ICSM) ePlan working group to develop an Australasian standard for the transfer of digital cadastral and survey data in Land XML format.

The working group has developed a model to produce a generic LandXML export/import format for cadastral plan data that includes all jurisdictional-specific elements.

LandXML has now been ratified by ICSM as the national standard for digital lodgment of cadastral plans. The LandXML Model accommodates all of the survey geometry, administrative and titling data required to process a plan from lodgment to registration and Digital Cadastral Database (DCDB) update.

The ICSM has published a national specification document which fully defines every element within the national LandXML schema. However not every jurisdiction will use all of the elements within the schema.

NSW-specific LandXML

In the initial implementation of digital plan lodgment in NSW, digital plans lodged in LPI will only include the survey component of the plan that is currently represented on the plan drawing sheet. The administrative information and Certification will continue to be contained in an Administration Sheet in TIFF format which must be lodged in conjunction with the LandXML file. During the first stages of implementation a TIFF file of the plan drawing sheet will also be lodged to support the LandXML file.

To assist survey software vendors and surveyors to develop Land XML functionality within their software and practices, LPI have published a NSW-specific document - NSW LandXML Recipe (PDF 717KB) - Specifications for preparation of Deposited Plans in LandXML format for lodgment in LPI.

The document specifies the elements that are required to be in the LandXML file for the survey content of a plan submission to LPI as part of the ePlan process, and is a subset of the ICSM national specification.

LPI is now in a position to assist software vendors and surveyors in their development of LandXML functionality and welcomes the submission of test LandXML files.
